Spanish cuisine doesn't exist?
You could say the same about Italian or French cuisin, all countries are made up of different regions, alltogether form a country.
Spanish food is the sum of paella, tortilla de patatas, jamón ibérico, all kind of tapas and pinchos, salmorejo, gazpacho manchego, cochinillo al horno, fideua, pan tomaca, pulpo a la gallega, chuletón de ávila, arroz al horno, migas, queso manchego, torta del Casar, cabrito al horno, queso cabrales, Boffard, Idiazabal, ajo arriero, calçots, turrón, polvorones, sidra asturiana, fabada, chistorra, caracoles, puchero, cocido, lentejas, papas arrugadas, sobreasada, ensaimada, bacalao al pil-pil, all kind of seafood, vino de Jerez, Rioja...
Every region contributes with some products but at the same time all share the same origin.
Only radical separatists and xenophobic nationalists argue that some regions are not Spain or are better than other. We share the same culture since thousands of years ago.

same goes in Italy or france. a gascon food has nothing to do with alsatian or britanny. tuscany, sicily or piedmont used to be different countries so you can imagine what this does for their food.

I think Spanish cuisine doesn't exist, so it's a little bit difficult to discuss it... in Spain there are lots of regional culinary traditions but a Spanish restaurant doesn't exist. A Spanish restaurant is not a restaurant in Spain or an Andalusian taberna, a Valencian Arroceria or a Castilian mesón...

If we consider the best gastronomic brand in the world, that would be Italy, from my point of view. If we talk about the most complex and elaborated gastronomy, that would be France. If the discussion is about the best places in the world to eat, that would be some Spanish regions: Basque Country, Southwestern Andalucia, Asturias and Galicia, to me.
